Intelligent Voice 4.13.0.3

Intelligent Voice is pleased to announce the release of version 4.13.0.3 which contains two important bug fixes.

1. INT-4278 Added basic validation for Create Item webservice to prevent item getting stuck down the line.
2. INT-4042 DuplicateKeyException issue occurring when system is busy and cannot mark an item as "sent" to the Worker for processing
