Intelligent Voice PCI redaction for Zendesk Talk is licensed for each Zendesk Talk agent. If some of your agents do not have Zendesk Talk you can reduce the number of agents for this app.
To do this you will need to create a group which contains all your Zendesk Talk agents, and restrict the visibility of the app to just this group. This will then reduce the number of agents you are billed for to the number of agents in the group.
This can be done before installing Intelligent Voice PCI redaction from the marketplace, or applied to the app after installation.
The Zendesk release note for the group restriction feature says:
This feature allows admins to have more granular control over which apps an agent sees in their user interface.
An app can be group-restricted during the initial installation of the app, or through its settings in Admin > Apps > Manage.
For even more fine-grain control, admins can combine the new group restrictions feature with the existing role restrictions feature.

If you want to only transcribe and redact calls for a limited number of your Zendesk Talk calls, you can edit the trigger installed by the app. Please note this app is only licensed for agents in the group which is billed, so do not restrict the app visibility to smaller group until after you have edited the trigger. By sending calls for more agents than are billed you are in breach of your license, and your use of the service may be terminated at any time, without notice and without refund.
